Job Title: Underground Operator II Position/Category: Regular/Full-Time

Primary Purpose:
Performs a variety of routine unskilled and skilled labor associated with the installation, repair, and maintenance of the water distribution infrastructure and the collection system for wastewater; and operates various types of vehicles and/or power equipment.
Supervision:
Under the general supervision of an Operations Manager; with direct supervision provided by an Equipment Operator IV/V (Foreman).
Description of Work:
Essential Functions: (The following is not an inclusive list of the duties/responsibilities that may be required of this position).
1. Safely operate various types of equipment and/or vehicles (i.e., backhoe, front-end loader, pipe saw, jackhammer, boring machine, utility truck, trencher, etc.) required for a project’s completion; and operate various hand and power tools; and drives vehicles and/or equipment to work sites;
2. Assist in the excavation and/or trenching of water and/or wastewater lines; locate water line leaks/breaks; and refill trench(es) after repairs are complete;
3. Installs, maintains, repairs and/or replaces water lines, main sewer lines/manholes, hydrants, valves/valve boxes, backflow devices, and meters;
4. Perform preventative maintenance on equipment; conducts safety inspections as required/ assigned; and report any deficiencies to supervisor;
5. Read, review, and interpret equipment instructional and/or maintenance manuals;
6. Clean up debris from installation and/or work areas; manage plant growth in/near wells and hydrants; and inspect and clear any obstructions when needed;
7. Assist with the location of City-owned underground utilities by reading/interpreting utility maps, engineering plans and/or other technical drawings (electronic or paper);
8. Perform field measurements for utilities incorrectly shown on maps, plans, drawings, etc.; and prepare notes, drawings, etc. (electronic or handwritten) for submission to supervisor or designated staff;
9. Conduct traffic control when working in high traffic areas of the City; prior to work being performed, set-up and maintain work zone traffic control devices; and directs and controls traffic around work sites;
10. Ensure all work is performed in accordance with construction practices/required standards;
11. Effectively communicates (verbal and written); follows verbal and written instructions; effectively deals with co-workers, management, and the general public in a courteous manner; ensure accurate information/procedures/protocols is provided; and efficiently resolves complaints;
12. Prepare written and/or electronic required reports, forms, etc. (i.e.., distribution reports, repair forms, “main failure” reports, etc.); and
13. Perform other duties as assigned.

Qualification Requirements:
Any combination of education, training, and experience providing the following knowledge, skills, and abilities:
Knowledge
Knowledge of practices, techniques, equipment, and materials used in the installation, maintenance, and repair of water distribution and wastewater collection systems; understanding of operational and maintenance functions of standard construction and maintenance tools and equipment; safety requirements for operation of various vehicles and equipment; understanding of traffic control procedures using barricades and traffic cones; and basic understanding of various computer software applications.
Abilities
Effectively operate any vehicle and/or equipment in a safe manner; operate various construction equipment in a manner consistent with safety principles, including hand and/or power tools associated with excavation functions; operate vehicles/equipment with automatic and standard transmission; operate a computer keyboard and mouse; organize individual tasks; maintain legible and accurate records; follow verbal and written instructions; communicate effectively (verbal and written); deal effectively and courteously with co-workers, supervisors, and the general public; present an overall professional image; model and promote acceptance and respect for differences among employees and citizens; perform effectively as a member of the team in carrying out the City’s stated mission and philosophy; perform the essential functions of the job without posing a direct threat to the health and safety of others.
Experience, Education, and Training
High school diplomaor equivalent accreditation PLUS two (2) years’ experience in general construction, maintenance, and repair activities with an emphasis in water distribution and wastewater collection systems preferred.
Licensing/Certification
Must possess a valid Driver’s License.

Physical Requirements
Performs bending, squatting, crawling, climbing, twisting, kneeling, and reaching from ground level to overhead; lifts and maneuver up to 100 pounds and/or pushes and pulls up to 150 pounds as required; holds and grips objects; subject to working in awkward positions or confined spaces; and periods of prolong walking, sitting or standing; and able to operate a computer keyboard and mouse.
Working Environment
Both indoor and outdoor working environment; subject to mechanical, hydraulic, electrical, chemical, toxic/biological waste hazards, extreme noise, smoke, fumes and odors. Must be able to work in a confined space with possible poor lighting and ventilation. May be exposed to extreme weather conditions and possible safety hazards such as high-volume traffic and equipment operations. Subject to dealing with confrontational individuals.
